Hmm, I may be able to help you with something like that, although I did my GCSEs about 8-9 years ago.
Although if I'm going to be helping someone, it's going to be one or a few parts of the site, and I'll leave the design to the owner.

I built the website last year, the following things happened:
- I got 60/100 for it
- I discovered web design was not my forte
- Found out the exam board doesn't like websites. Especially French ones.
- Binned my copy of Dreamweaver and decided to stick to databases instead for A-level, that way I don't have to spend endless hours searching over code...
- Found out that to make a website you have to have some degree of intelligence. Preferably a high one.

That's the one! MX 2004. The software was easy to use, but the website design was really bad.
Now, I'm using Filemaker Pro 7 for the database. I think websites can be made with it if it's combined with FM Advanced Server, though I doubt it would be any better than Dreamweaver, if not worse.
Just re-read your message: Nope, I had to do the design as well-it was in the specification and I remember ending up with about 40 sheets of paper worth of website.
