I think I follow the logic. Silence fell while the Doctor was in Venice. He owes a chicken to a Venetian, Casanova. Casanova was played on TV in 2005 by the man in the picture.
Someone should write a fanfic where the Doctor takes Casanova to KFC. Not a forgettable, throwaway fic, but one that is decent enough to linger in the memory. That would be linger-ficking good.
